Zhang Qi, born in Hai'an, Jiangsu, in May 1958, member of the Communist Party of China, graduated from Zhejiang University with a doctoral degree and a doctorate in engineering.

He has long been engaged in military engineering equipment research and training and teaching work, presided over dozens of military and local research topics, won 12 military science and technology awards, national invention patents and software copyrights, published nearly 200 academic papers, and edited and published 14 monographs and textbooks, including Elevator Construction and Use, Introduction to Quality Management of Modern Mechanical and Electrical Equipment Maintenance, Theory and Technology of Quality Monitoring in the Production Process of Mechanical Equipment, Guarantee Information Technology and Its Application in Engineering Equipment, etc., and has won the silver medal of education award in military academy, won the third-class merit 4 times in the military, and supervised more than 50 graduate students with master's degree and doctoral degree.
